What is a portable skills credential?
A portable skills credential is a record of demonstrated capability that the holder can present again, and that another party can check, without the original sitting being repeated.

Why repeat proof is wasteful
Many selection processes ask for the same reasoning, writing or numerical work in a new employer's interface. The candidate pays the time. The evidence, if it exists, stays inside that process. A credential the holder controls can travel. Recognition still depends on the reader. Portability is not the same as universal acceptance.
A competency passport, skills passport, or digital skills certificate are names for this idea. The useful distinctions are what was measured, under what conditions, when it was issued, and how a stranger can confirm it has not been altered.
The GlobalPass+ record
A paid assessment issues a score, a competency profile, a report and a certificate. Verification shows the assessment, score, dates, integrity status and credential status. Sharing is the candidate's choice. The GlobalPass Index, where a pathway is eligible, is a separate public opt-in and can be withdrawn.
The certificate is evidence of that assessment. It is not a licence, a degree, or a promise that an employer will treat it as equivalent to their own test.

No. The certificate can be checked. Whether an employer treats it as sufficient for a role is their decision.
