What is skills-based hiring?
Skills-based hiring means an employer uses evidence of what a person can do, not only the qualifications and job titles on an application. A degree can still matter. It stops being the only screen.

Why the CV is a weaker proxy than it was
A CV is a claim. It lists institutions, titles and projects. Those facts can be true and still say little about how someone reasons, checks a source, or handles an incomplete brief. Applications are also easier to polish, including with generative tools, so similar documents are less distinctive.
Skills-based hiring does not treat that as proof that applicants are dishonest. It treats the application as one input. A timed assessment, a work sample, or a verified result adds a second input that was produced under stated conditions.
What GlobalPass+ contributes
Each GlobalPass+ pathway is a timed assessment for a stage of study or work: foundations, university entry, undergraduate study, graduate transition, postgraduate readiness, or professional judgement. A paid sitting produces a GlobalPass Score on a 300–900 scale, a competency profile, a report and a certificate a third party can verify.
The result is complementary evidence. It does not replace a degree, a language qualification, a work history, or an interview. The candidate controls whether a result is shared, and Index publication is a separate opt-in.
Where it is a poor fit
A general skills assessment is the wrong tool for a licensed profession's technical exam, for proving language proficiency, or for judging personality. Employers still need role-specific interviews and, where the law requires it, formal qualifications.
Used narrowly, skills screens can also add length to hiring without changing the decision. An assessment should have a stated purpose, a bounded duration, and a result the candidate can see.

Does skills-based hiring mean degrees do not matter?
No. Degrees remain evidence of subject learning and programme completion. Skills-based hiring adds evidence of capability where the degree or CV does not show it.
Is a GlobalPass+ result a hiring decision?
No. The score, profile and certificate are evidence a person can share. They do not select or reject a candidate automatically.
