Skills assessment or personality test?
A skills or aptitude assessment scores what a person did with a task. A personality test asks how they describe themselves, then maps the answers onto a trait model. One is performance. The other is self-report. Using one as if it were the other misstates the evidence.

What each result supports
A task score can support a claim about reasoning, writing, data, or a decision under the conditions of the sitting. It cannot tell you whether someone is agreeable. A personality inventory can support a conversation about preference. It cannot show that the person will solve the problem in front of them.
Both can be misused. A task battery that quietly requires one cultural script is not neutral because it is timed. A trait score used as a hiring cutoff needs its own evidence, which this site does not supply.
What GlobalPass+ is
GlobalPass+ pathways are performance assessments. They do not produce a personality type, an emotion score, or a clinical finding. The report is a score and a competency profile for the pathway taken.
If you need a trait measure, use an instrument built for that and read its own evidence. Do not treat a GlobalPass+ certificate as one.
Questions
Is a psychometric test the same as a skills assessment?
Psychometric is a broad label. It covers aptitude, skills and personality instruments. Ask which of those the test is. GlobalPass+ is a skills and aptitude assessment, not a personality inventory.
