Analytical thinking

A city can fund one transport plan. Plan A cuts journey times and raises fares. Plan B keeps fares the same and reduces cancelled services. Which statement best evaluates the choice?

  • Plan A is better because time is always more valuable.
  • The better plan depends on who pays and who gains the time.
  • Plan B is better because fares never change.
  • Reliability cannot be compared with journey time.
