AI fluency or prompt engineering?
Prompt engineering is the craft of instructing a model so the draft is closer to what you wanted. AI fluency is the wider ability to direct, evaluate, verify and apply that draft. A person can be good at the first and still accept a fabricated source.

Why the distinction matters for assessment
A test that scores only the elegance of a prompt measures instruction-writing. A test of fluency has to show the check: what was unsupported, what contradicted the source, and what the person refused to pass on. Those are different scores.
GlobalPass+ does not sell a prompt-engineering certificate, and it does not examine ChatGPT, Claude or Copilot as products. Some pathways include digital and AI literacy among other competencies. Graduate Launch includes responsible AI use. Where a pathway's list does not include that competency, the sitting is not an AI fluency test.
How to read a claim of AI skill
Ask what the person did after the model answered. Did they compare the draft with a source, notice a missing constraint, or change the conclusion? That is closer to fluency than a library of prompts.
The same distinction applies in the exam room. If the sitting measures unaided reasoning, a model is outside the rules. If it measures supervision of model output, banning the model measures something else. The instructions have to say which.

No. There is no prompt-engineering certificate. AI-related items, where a pathway includes them, sit inside the broader assessment.
