What is an AI fluency assessment?
AI fluency is knowing how to supervise, verify and apply AI-generated work. Writing a prompt is only one step. The rest is defining the problem, judging the answer, and deciding when not to use the model.

Prompting is not the whole skill
A person can produce a fluent answer from a model and still accept a fabricated citation, a confident arithmetic error, or a recommendation that ignores a constraint. Fluency includes those checks: what the task actually is, what the model was asked, what it returned, what is unsupported, and what a person still has to decide.
Vendor names change. The durable skill is not mastery of one product's interface. It is problem definition, direction, evaluation, correction, and the judgement to stop.
What GlobalPass+ currently measures
Some pathways include digital and AI literacy as one competency among others: recognising when a tool is untrustworthy, and using tools without hiding the limits of the evidence. Graduate Launch includes responsible AI use alongside analysis, communication and professional decisions. That is not a standalone ChatGPT, Claude or Copilot exam, and it is not a prompt-engineering certificate.
Where a pathway's competency list does not include AI literacy, the sitting is not an AI fluency test. The public assessment page states the skills for that stage. Preparation material includes an AI literacy practice guide; practice does not issue a certificate.
How the skill can be assessed
A useful task gives a flawed or incomplete model answer and asks the candidate to find the error, name the missing evidence, or rewrite the conclusion under a constraint. Recalling a definition of a model, or producing a longer prompt, does not show that judgement.
The point of the task should be explicit. If the assessment is measuring unaided reasoning, AI use is outside the rules. If it is measuring supervision of AI work, banning the tool measures a different capability.
Questions
Is prompt engineering the same as AI fluency?
No. Prompt engineering is one way of directing a model. AI fluency also covers checking the output, correcting it, and knowing when the model should not be trusted.
Does GlobalPass+ certify a specific AI product?
No. There is no ChatGPT, Claude or Copilot skills certificate. AI-related items, where a pathway includes them, sit inside the broader competency assessment.
